Because when we preach that it is holy for a man to wear PANTS and someone sees them in shorts, they say, "Hey, I thought your pastor preached that you need to wear pants and you don't have pants on, you have shorts on." They don't say, "Man, how cool is that, you have on short pants."
That's how it can cause confusion.
