I don't believe God creates sinful people but we are all born with a human/sinful nature and are "by nature" the children of wrath (
Ephesians 2:1-10)
In my opinion, the desires of the flesh is our old nature which we will live in until it is transformed at the resurrection where we will take on immortality and incorruption. We received a new nature at our new birth and became new creatures but we will still have a battle between our "old man" or "human nature" and our "new man" or spiritual nature." I think this battle is described in Romans chapters 6, 7, and 8 and in
Galatians 5:16-26
