You can't divorce these concepts from one another. God already knew long before time began who would answer the divine call and be saved. The outcome was ordained of God, and set in stone. Those who are "saved" (have tasted of the heavenly gift) and then fall away were never destined to be saved to begin with. Their choice didn't alter God's plan for them. It was predetermined. Their falling away only manifests the reality of what they truly are for all to see that God might be justified in His judgment.
