It is fairly new for those who havn't heard of it and is definitly Oneness / Apostolic. I think it organized in 2004, some of the main differences to me is the allowing of differences on personal standards to exist in the same fellowship....and no one tries to tell you what you can and can't do. I don't like to get into the discussion much, but to answer the question....I'm sure there are minister's of all 3 persuasions in regards to salvation and what many of you refer to as "1, 2, and 3 steppers."
My understanding is that they were organized to provide a network of Apostolics who may not agree on everything, but are still Apostolic. My new church plant in Corsicana, TX is called The Gathering.... www.thegatheringministries.org
We consider Bro. James Baker our friend and pastor and attend his church as much as possible in Mesquite.
Sis. Alevear, our chairman James Baker has a brother who is a missionary to Brazil, and He was raised there. He travels there often and still oversees a group of Churches. I think they are called something like Omega...I think they now fall under the ACN missions department.

The Bryant church that is holding the convention (though they are UPC) has been shifting this direction for a while now.

In fact I think that the insinuation of "hateful" Pentecostals is coming mostly from the fertile imaginations of bitter, backslidden ex Apostolics who are constantly trying to find a way to justify their actions. ~ strait shooter
