No. It's a hyperbole because not only does it ask for an extreme action it contradicts scripture
Mat 5:43 "You have heard that it was said, 'You shall love your neighbor and hate your enemy.'

Mat 24:10 And then many will fall away and betray one another and hate one another.

1Jn 2:9 Whoever says he is in the light and hates his brother is still in darkness.
Luk 10:27 And he answered, "You shall love the Lord your God with all your heart and with all your soul and with all your strength and with all your mind,
and your neighbor as yourself."
What He is saying, by way of a hyperbole, is your love for God must be much much more than even your love for parents...it must pale in comparison just as hate compared to love
