The residents of DC should be selling to each other, helping to grow their own local economy. That is not what is happening now.
Imagine a group of outsiders moving into your county, who set up all sorts of businesses, but refuse to hire anyone from your county to work the jobs, refuse to live in the county, refuse to become part if the community of your county, while many in your county don't have gainful employment of any type. These people sell things to you that you and your family need daily (not just soul food, lol) but they don't even attempt to get to know you.
They are just there making money off of you, and that's it. It's a problem that has been going on for decades in DC and I am not sure how to go about solving it, other than for the residents to simply not buy from their long-time neighborhood shop owners.
Most "local" businesses in DC are not owned by locals and that is a huge problem, leaving the racial part out of it.

I personally am not convinced that it's a "problem", but if it is, the answer is simple. STOP buying their wares. The free market is legal in the USA.
