I don't believe we should pick parts of a verse to apply and throw away the parts we don't want to deal with. A lot of people do that with that scripture.

You are right - I do discount that this scripture has any instruction for believers intentionally taking up poisonous snakes or downing a fifth of strychnine marmalade.
