BD - I do not know where you get your information, but I can tell you it would be very difficult for a public company to use a no hire database.
There are too many legal implications.
Especially if your company does any business with the federal government.
As for EEOC, my company has seen more EEOC charges in the past 3 years than in the previous 10, combined.
Not one of those charges has been deemed to have any merit, but it has not stopped EEOC from filing them.
