As for EEOC, my company has seen more EEOC charges in the past 3 years than in the previous 10, combined.
Not one of those charges has been deemed to have any merit, but it has not stopped EEOC from filing them.

Considering that in many areas of the country labor laws are not being enforced, I can see a database happening.
