Actually, I think He does at times. In the parable of the master inviting people to the banquet, the original plan of the master was to invite certain people and they (by their own will/excuses) refused to come. So plan B was to go out in to the highways and biways and compel others to come in and feast. But that was not his original plan. I do believe sometimes God lets people have their way, when it's not His plan.
