Sometimes, yes... and that's sad.
Sometimes it's more complicated than that. Sometimes the choice to abort is a very painful and dark night of the soul. I know a couple, a deeply devout Christian couple, who were pregnant. There was a problem and as it turned out the child was not developing properly. Essentially the front part of the brain wasn't developing and there was fluid building in the head of the child. The doctor advised them that they had options. They could give birth to the child. It would live anywhere between 3 days to 3 months. If a "miracle happened" and the child did live beyond that... it would be SEVERELY MRDD. However, due to some other circumstances she'd most likely be rendered barren if she carried to term. Her other option was to abort the pregnancy. They went home and wept. They prayed about it and decided to terminate the pregnancy.
Now, we might not agree with their decision. However, I'm believe that this was their choice to make and not mine... not yours... and not some GOVERNMENT bureaucrat's.
I was in the Army for 8 years. Also, when my mother had her massive heart attack they wanted to know if I wanted them to continue life saving measures. I had to decide to let her go. People make difficult and painful life and death decisions every day. And the GOVERNMENT getting involved isn't going to make things better.
