Once more....
1Co 12:3 Therefore I make known to you that no one speaking by the Spirit of God says, "Jesus is accursed"; and no one can say, "Jesus is Lord," except by the Holy Spirit.
How an anyone say that Jesus is Lord? Only by the Holy Spirit.

I didn't merely post a short one liner. I backed it up by posting the context.
You've consistently avoided including the context AND ignoring all the verses, more than one, that shows belief is a prerequisite for receiving the Spirit
1Co 12:1 Now concerning
spiritual gifts, brothers, I do not want you to be uninformed.
Paul is teaching on the gifts. He says "I do not want you to be uninformed."
Paul demonstrates his intent in the first verse to INFORM them on the gifts. He then reminds them of their ignorance as pagans, serving mute idols. Idols that did not speak,
1Co 12:3
Therefore I want you to
understand that no one speaking in the Spirit of God ever says "Jesus is accursed!" and no one can say "Jesus is Lord" except in the Holy Spirit.
Paul continues "therefore". This word is a conjuction. Conjuctions tie in two related ideas. Essentially it means "because of what I just said. the following is true". "Therefore" means "for this reason" or "because of that"
It's called a Logical Inferential.

The word "understand" is gnōrizō, which means "to make known"...what did Paul make known? What did Paul start out saying he did not want them to not be uninformed? The Spiritual gifts
1Co 12:1 Now concerning
spiritual gifts, brothers,
I do not want you to be uninformed.
Paul then goes on to instruct more on the gifts and explain why and how it is one speaking by the Spirit of God CAN'T curse Christ but can only life Christ up as Lord....because the gifts are ordained by the Spirit of God not dumb idols
1Co 12:4 Now there are different gifts,
but the same Spirit.
1Co 12:5 And there are different ministries,
but the same Lord.
1Co 12:6 And there are different results,
but the same God who produces all of them in everyone
Then you'll notice that many of the gifts have to do with speaking
Words of knowledge. Words of Wisdom. Tongues. Interpretation of tongues and Prophesy.
From chapter 12 to 14 Paul covers the gifts, particularly speaking gifts and our motivation for gifts being Love and the edifying of others. He was addressing the proper use of and the improper and selfish misuse of the gifts.
The topic was not becoming believers
