If all of the steps were taken above and the still failed to repent then one would assume that the word would be put out that he was being "Shunned" for lack of a better word. How else would we "mark" one that causes division etc.
But... handling this with a pastor is a sticky spot these days because pastors are seen as a level higher than everyone else. So that puts it all in a little more confusing light. And... there is the very large point that there is a difference between marking one as one to avoid and rehashing and gossiping about the whole thing too.
