As I was reading your story, I was thinking that if biochemical scientists genetically manipulate or weaponize the smallpox virus in any way, then I am not immune to any smallpox that is manipulated. Consider this article:
n 1992, a Soviet defector revealed to Western intelligence that he had overseen an extensive, illegal programme to develop smallpox into a highly effective biological weapon.
Britain and the United States were shocked by the revelations. Russia's intent to use biological weapons, they claimed, was morally abhorrent. But a closer look at the history of biological weapons shows that Britain and America both played seminal roles in turning lethal diseases into weapons of war. In fact, Britain was probably the first nation to come up with the idea of using smallpox to kill its adversaries.

This story reminded me of how the white man from Europe gave the Native Americans blankets laced with smallpox virus and how it wiped out many American Indians.
It could be possible that your father received a variant form of inoculation of smallpox? It was not widely known that viruses and bacteria were being manipulated back in the 70s.
I do know that I've been told by all medical personal (every hospital I ever worked at) that if I had any childhood illness I would not be required to take vaccinations for them because I had immunity for life. Since they supposedly eradicated smallpox in the seventies, (the year is questionable since many articles give different dates) I was not required to take smallpox vaccines. If I hadn't had measles, mumps and rubella I would have been required to take vaccines for this.
I noted your highlight about the immune for life and as I think now about this...I probably got my inoculation mixed up with actually having the disease and lifetime immunity. I remember reading a few years back where college aged kids were contracting measles, even though they were thoroughly vaccinated as babies. I am going to have to retract that statement for lifetime immunity being a given. Given this information, if there is an unmanipulated smallpox outbreak, I could very well contract smallpox.
I've worked around all sorts of deadly bacteria and illnesses and relied upon the Lord for protection. I've had people with resistant tuberculosis (highly contagious) cough in my face. I've drawn blood on people with AIDS, hepatitis, STDs. I've worked around children with measles, mumps, rubella, RSV viruses, gas gangrene (flesh eating bacteria..and probably feared this more than anything else)...you name it and I've been around it. I've even treated influenza patients without taking the flu vaccine. Sometimes I would contract the flu, but I'd say 75% of the time I seemed to have a natural immunity working at the hospital everyday as most of the time I did not get the flu. The good Lord protected me through it all.
So if there are any outbreaks of anything, no sense in worrying about it. I worry more about being forced into vaccines and pharmaceuticals than the actual disease.
Thanks for sharing your father's memoirs. It has given me a little nudge to think more thoroughly about this. My main point in that posting is more about the difference between inoculations (scratch the skin and insert weakened virus) and vaccinations (insert needle into the muscle and inject substances).
