If you suppose it is ONLY the elders Paul had in view, why is it necessary for you to then defend this "regular member" who would of course be beyond the scope of Paul's command?
If however, the admonition to "rebuke openly that others may fear" applies to all visible sin, then "sleepiness in church" is obviously not this pastor's primary criticism. But rather he was rebuking a condition of wider disobedience, as in, "Obey them that have the rule over you, for they watch for you soul."
