HQ has become too much like the government in Washington, DC. It's become too much of a "big brother" involving itself in things its founders never intended.
It's so messed up on the issue that it's going against its own Article 1 of the General Constitution:

It's become more than what the founders created it to be, which originally was a fellowship of believers. It's now become a governmental agency, complete with the IRS, FBI, and Homeland Security.
