The scriptures are showing accountability to God and Man also...and Paul show's that he holds himself accountable to man, and he takes pains to make sure he is doing what is right in their eyes.
As for your question on my opinion on who should receive the tithes...the better question would be, who do I think should be doing the distributing of the tithes rather than who should be receiving it...in that regard, the giver should be distributing as he is moved in his/her heart.
