OT edicts? Well, yes read Gen.9:6. I doubt that I am talking about adultery and stoning since this particular passage talks specifically about man taking another mans life. Also, you can take comfort in knowing that this was before the law of Moses. This was not written specifically for the Jews, but for all mankind in its context. The last time I checked, I have yet to hear of a national ruler turning to God after being a murderer.
