Wow... you should put a little more study into what you say.

The Bible does recall the phrase "eye for an eye" but it is not recalling it as something God ever said... it is recalling it as a saying from back then and then the scripture goes on to condemn the concept.

Mat 5:38 Ye have heard that it hath been said, An eye for an eye, and a tooth for a tooth:

How long would it take for someone considered an enemy to truly do good things for you before they'd not be your enemy anymore?

That would tend to be different for each person dependent upon their particular level of spiritual maturity I would assume as well as how deep the wounds are from the incident(s) that led to their being considering their enemy.

There is really no way of saying.

OT edicts? Well, yes read Gen.9:6. I doubt that I am talking about adultery and stoning since this particular passage talks specifically about man taking another mans life. Also, you can take comfort in knowing that this was before the law of Moses. This was not written specifically for the Jews, but for all mankind in its context. The last time I checked, I have yet to hear of a national ruler turning to God after being a murderer.
