I've seen it where the pastor seems to "collect" preachers but doesn't want them to go out on their own. I have no idea why. The only way preachers are able to leave is if they actually go against the pastor's wishes. I'm not talking about just "green" preachers that everyone knows aren't ready, either. Maybe the preacher is a good plumber and the pastor is building a new house, etc.
