What kind of garment was it?
What color was it?
Was it transparent?
Was it tight?
How high did it go? To the "paps"? To the shoulder? Did it cover one shoulder and leave the other bare?
Did he wear a belt or sash with it?
Did it have tassels?
I think it would be rather hard to find a rigid rule for dress from this scenario. It does make sense to conclude that his chest was covered, and the garment did seem cover his body all the way down to some proximity near his feet, and some proximity near his hands. If the garment was flowing, and the sleeves rather loose, it stands to reason that his forearm may have been revealed up to his elbow or slightly above, and that his ankle and a portion of his calf even as far up as his knee may have been revealed at times when he walked.
We can glean some principle, possibly, from this, but certainly no rigid rules.
