The promise is given it doesn't say WHEN!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
There are only two reasons folks do not recieve the Holy Ghost.
1. They have not repented.
2. They do not believe.
But ALL speak in tongues when they do.
