Many moons ago, our Christian school was going on a ski trip. My friend and I made ski skirts for over a dozen girls like these. On some we sewed the waterproof, stretchy skirt onto a pair of bibs that we cut the pants off of.
They weren't allowed to wear the pants, (nope, not even long johns!) so when we cut them off, we took the legs and put elastic at the top to make leggings so the girls would have at least some warmth.
