If the UPC was true to the original merger agreement, the two groups (one-steppers and three-steppers) could co-exist within the organization. The article in the Herald that I posted was from 1954, almost 9 years after the merger. In the infamous Fudge book (chapter 7) the author talks about the strong leadership of the first two General Superintendents, Bro. Goss and Bro. Morgan. They were both PCI. After Bro. Morgans death, Bro. Stanley Chambers came in and served from 1967-1978. Under his watch, the three-steppers exerted a lot of power. It was during this time that the fundamental doctrine statement was revised. Then when Bro. Urshan came in he was more of a politician and under his watch the affirmation statement was pushed through (based on deceit by a high official) in order to epunge the last few PCI types.
Based on the actions of a strident group of three-steppers, contrary to the merger agreement) someone has commented that what began as a merger degenerated to a hostile takeover.
