The context of Matthew 16 is that the keys to the kingdom are knowing who Jesus is.
Not something that we randomly throw in much later as being the keys.

The revelation of Jesus is the base of our salvation.
Peter had the authority of the Holy Ghost to preach the first Salvation message of New Birth on the day of pentecost.
While discussing semantics can be fun, it doesn't change the fact that
Acts 2:38 is the Gospel Salvation that must be obeyed if we are to see Christ!
