If cutting the hair is an intentional act of disobedience to the Scriptures, and if the women who cuts her hair is living in open rebellion to God and His Word, then it follows logically that uncut hair is necessary to have the spiritual authority to cast out demons.
Unfortunately for the author making the claim, there is no empirical evidence that uncut hair is required to cast out demons.
