The Bible doesn't use this wording that Goss used, with all due respect - "... repentance brings the blood of Jesus to a sinner’s heart to wipe out and cleanse him from all sin, he should then be baptized in water as a confession of his faith in the atonement..."
It just simply says this:
Acts 2:38 (Contemporary English Version)
"Peter said, "Turn back to God! Be baptized in the name of Jesus Christ, so that your sins will be forgiven. Then you will be given the Holy Spirit."
