Considering the verses you have submitted with other verses of a similar tenor...
1 Peter 3:3 Whose adorning let it not be that outward [adorning] of plaiting the hair, and of wearing of gold, or of putting on of apparel;
1 Peter 3:4 But [let it be] the hidden man of the heart, in that which is not corruptible, [even the ornament] of a meek and quiet spirit, which is in the sight of God of great price.
I have always found it interesting that the groups that stress modesty etc so strongly (and it should be) will also tend to be the groups who are most known for the outward adorning with elaborate hair do's, dressing up in costly clothes and, sometimes, brash spirits.
