If the Bible calls homosexuality an abomination and says that the only sin you cannot be forgiven of is blasphemy against the Holy Ghost, I would have to say that a person could change.
It's also not the government's responsibility nor it's right to tell anyone whether or not they can or cannot have counseling. That is more troubling to me than addressing the issue of whether a gay person can change or not.

Well you can be changed through God, but that's not what I was asking. The only true help and deliverance from this sin is God, but it is my understanding that they're trying to heal them through natural means, often drastic, apart from God. And also, it's my belief that same sex temptation is not the sin, but the actions, whether it be in deeds, words, meditation of this, giving in to your temptations, that is the sin.
