I get that, being a muslim who serves a dead and false prophet, it's difficult for you to understand how a person filled with the Holy Ghost is able to rightly say, "I give you Jesus"

Peter said "Silver and gold have I none, but such as I have give I you, in the Name of Jesus Christ rise up and walk."
Had you lived when this happened, I bet you would have felt Peter also was "arrogant, slimy and self-serving."
Jesus Christ has given authority and power to all who have received the Holy Ghost and who bear His Name. Stoneking has the authority to stand and declare "I give you Jesus," because Christ gave him the authority to do so.
It's not "arrogant, slimy OR self-serving." It's simply exercising the power and authority given him by the Holy Ghost.

People who tell lies in sermons are not anointed, therefore your comparison to Peter is not applicable.
