First of all, the "13" is not fully accurate. I personally know of at least 25 men who have turned in their cards. I am guessing there are many others of whom I am not personally aware. I think some of the confusion may be because men sent their cards to their DISTRICT rather than to HEADQUARTERS. Their district boards must act on their decision to withdraw. Thus, there may have only been 13 who sent their license to Headquarters, but there are several others who have turned in their cards. Furthermore, there are a number of men who did not renew their dues at the end of September, and are not counted among the "13."
So, in answer to your first question, I don't know if I am counted among the "13" or not. I sent my card to my District Superintendent, although I did send a copy of my letter to Brother Haney and Brother Jones.
As for the second question, no I was not offered a refund of my dues, although they were paid through the end of the year. It is my understanding that a portion of those dues are used to pay for life insurance. However I was told that my insurance would be canceled on November 1. I was also informed that my withdrawal still had to be reviewed by the Executive Board (which will not meet until February).
How's that for a long answer to two short questions?
