Go to all nations (people)

Teach them to become disciples

THEN Baptize them in water

and (then) teach them to obey.

Thats what Peter did at Pentecost. Taught them to believe and accept the Gospel. Then baptized them in water. Mark 16.... Believe THEN be baptized.
