Well, I'd say, in the case of a minister, the people he "ministers" to would get some benefit from the preaching etc., and they willingly give money to the ministry. (Not directly to the man. That may be OK for small-time preachers on the road or pastoring a small church, e.g., but when there is a substantial organization in place, it's probably not a good idea. Just a hunch, but I think this would open things up to suspicion, even if there's really nothing shady about it.)
There should be a salary, set by a board of directors, in line with the value provided by the minister. It could certainly be a large salary, if the situation warrants it, and if the organization can afford it. Other legitimate expenses should not suffer because of it, and there should definitely be nothing "under the table", and all ministry expense should be legitimate, reasonable, and properly accounted for.
