Just saying not laying "this sin to their charge", was not about making the offenders sinless. Whether that sin was put to their charge or not, did not change their need for repentance beyond that event.
Stephen influenced them, by demonstrating God's love. God gave him a vision into his eternal destination. You don't think that made a difference in how Stephen responded to the evil he faced?
