The reasoning does not add up because Paul is saying "If the women be not covered, LET her be shorn or shaven." So the woman at this point was not already shorn or shaven, and yet she was uncovered.

In other words he would not say: Since you are shorn or shaven; I would rather that you be shorn or shaven. It would not make any sense.
