I have never seen or known of any Apostolic church instructing people on "the art of speaking in tongues". I cant say it's never happened. But if you've been in the UPC 40+ years as you say, you already know that that would be an aberration, and not normal UPC teaching or practice.
I think its intellectually dishonest to bring that to the debate when you must already know that "instructing folks on the art of speaking in tongues" is strongly frowned upon in UPC churches. (If anything, that practice is much more prevalent in charismatic churches than apostolic.)
I could think of some wacky things I've heard of someone doing in a PCI church, but if I were to bring that up as being a reason I disagree with PCI doctrine, that wouldn't be fair or reasonable now, would it ?

I do not know what rock you crawled out from under.
When I received the Holy Ghost at Mark Hanby's church in 1976 at 11 years old.
His bible school students were instructing me how to speak in tongues.
My dad was a teacher at the school his teaching was on the Oneness.
When Mark Hanby watched as they tried to instruct me on how to speak in tongues.
He told them to step aside and layed his hands on me as the spirit of the Lord fell on me.
I was a member from childhood in some of the largest churches in the UPCI.
Until early 2007.
Everyone of them had alter workers who would tell folks how to speak in tongues.
My neighbor today got scared off at the large UPCI church that I attended in Oak Creek, Wi for 27 years.
I am not dishonest for sharing my 43 years of "real" experience in some of the largest churches in Oneness.
Again you did not stop at the Cross in your response....
