As far as thinking a pastor should shout more. That wasn't the point. The point was that if the pastor doesn't shout much then maybe the laypeople should do what he is doing in place of shouting more.

Once again, I can only speak from experience, but this is exactly what our church stresses. During times of prayer, everyone is praying together, for and with each other. Not laying hands on their head, but putting an arm around someone who needs encouragement, praying
with them.
Our pastor stresses that you shouldn't put so much focus on "getting a blessing", but instead "being a blessing".
