"What shall we say then?
Shall we continue in sin, that grace may abound? God forbid.
How shall we, that are dead to sin, live any longer therein?
Know ye not, that so many of us as were baptized into Jesus Christ were baptized into his death? Therefore we are buried with him by baptism into death:
that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life."
Romans 6:1-4
If you are dead to sin by being buried in baptism, how are you saved at repentance alone? Wouldn't you "walk in newness of life" if you were saved? Romans says that you "walk in newness of life" after we are raised like as Christ was raised from the dead.
How is Christ raised? By the Spirit.
"But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you."
Romans 8:11
We need to be filled with His Spirit to walk in newness of life. It begins with repentance, but doesn't stop there.
Looks like I'm sticking with
Acts 2:38 (Repent AND be baptized...for the remission of sins...) and the badly termed "3-stepper" doctrine.
