If you are dead to sin by being buried in baptism, how are you saved at repentance alone? Wouldn't you "walk in newness of life" if you were saved? Romans says that you "walk in newness of life" after we are raised like as Christ was raised from the dead.
How is Christ raised? By the Spirit.
"But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you." Romans 8:11
We need to be filled with His Spirit to walk in newness of life. It begins with repentance, but doesn't stop there.
Looks like I'm sticking with Acts 2:38 (Repent AND be baptized...for the remission of sins...) and the badly termed "3-stepper" doctrine.

Romans 6, PO. Preceding this verse, Paul really describes the Grace of God. He does it so forcefully and clearly, that he has to make assurances to the nervous Jews that this does not equal lawlessness and people living for themselves, but rather people living fully unto Christ, because they are in Christ. Paul's description here of Baptism, is in the context of why we shouldn't (or wouldn't) continue to sin. It's not a systematic study of baptism, and in fact is only pulled in as part of this point.
Amen. The Spirit dwelling in us is the same Spirit that leads us, guides us, speaks to us, comes alongside us, comforts us, empowers us, called us to grace and will call us home.
