The epistles were written to people that were already saved. However, some statements are true regardless of who you are telling them to.
Romans 8:14 is one such statement and so its meaning wouldn't change any had it been to sinners.
I would say what you did about
Acts 2:38 the other way. I would say that what Peter said cannot negate what
Romans 8:14 says. Chew on that a while...
