It's a matter of perspective, in
Romans 4 in whose eyes are you justified by faith apart from works? Apart from works, means solely on the basis of faith does God justify the ungodly. Paul is speaking of justification through the eyes of God and not man. In
James 2, James is speaking of justification as seen through the eyes of men
